The lower house of the Russian parliament was established in August 6, 1905 as an advisory representative body for a preliminary discussion of legislative proposals (the so-called “Bulyginskaya thought”). After the publication of the Manifesto October 17, 1905 the establishment of the State Duma and the law on elections to the Duma were revised, and the Duma received legal rights. According to the basic laws of 23 April 1906, all bills passed by the Duma gave the force of law upon approval by the upper legislative chamber – the State Council and approval by the emperor.
