In the battle at the crossing of the Bug River on March 22, 1944, he was the first with his platoon to land on the right riverside; he bravely attacked the enemy trenches, threw multiple grenades at the enemy, broke into the trenches, destroyed a machine gun and its staff, and personally killed 6 German soldiers, thus making possible for other units to cross the river.

The lower house of the Russian parliament was established in August 6, 1905 as an advisory representative body for a preliminary discussion of legislative proposals (the so-called “Bulyginskaya thought”). After the publication of the Manifesto October 17, 1905 the establishment of the State Duma and the law on elections to the Duma were revised, and the Duma received legal rights. According to the basic laws of 23 April 1906, all bills passed by the Duma gave the force of law upon approval by the upper legislative chamber – the State Council and approval by the emperor. The basic laws have also provided the emperor power to dissolve the Duma with the appointment of the new convocation of the Duma elections and the time it is convened, and the government – the right to issue regulations in the intervals between sessions of the Duma.

State Duma of the first convocation worked from April 27 to July 8, 1906, the Duma of the second convocation – from 20 February 1906 on June 2, 1907 the first two Dumas were disbanded long before the expiration of the term of the appointment of the new election. The State Duma of the third convocation, elected under a new electoral law June 3, 1907, working all the legislation set a 5-year period (November 1, 1907 – June 9, 1912), the State Duma of the fourth convocation – from November 15, 1912 by February 25, 1917

The Duma considered assumptions, requiring publication of laws and states, as well as their modifications, additions, suspension and cancellation (except refers to the drill, the technical and economic parts of the military and naval authorities, the military and naval authorities, with 1909 – all matters relating to military and naval affairs.)
