The complete title is “List of Beneficiaries of the Right to Participate in Duma Elections” (Список лиц, пользующихся правом участия в выборах в Государственную думу).  The Duma list for the Kiev Province (Киевская губерния) was published in the newspaper Kiev Provincial Gazette (Киевская губерния Ведомости).  Copies are believed to exist at the Russian State Library (Российская государственная библиотека).

The exact publication date for the Duma Lists are unknown, but they would be sometime after the election laws were drafted in December 1905.  The first Duma elections took place in March 1906 and this Duma was dissolved on July 1906.  The second elections took place sometime before February 1907.  The publication date ranges for these lists are therefore estimated between:

  • 1906 Duma List: 12/1905 – 3/1906
  • 1907 Duma List: 8/1906 – 2/1907

Searches of online catalogs in Russia as well as message groups confirm that the original lists are not available.  However, the Russian State Library online database shows these newspapers listed in their catalog and provide the MARC records.  I believe that these lists would be published in the “official” section of this newspaper, which is item 2 in the catalog, reproduced below:
